Fire Marshal Division
The Monroe Fire Marshal Division is led by Division Chief Fire Marshal Kevin Philemon. This division is responsible for ensuring that all businesses within the city limits of Monroe comply with the North Carolina State Fire Code and local City of Monroe ordinances through fire inspections. This is also carried out through the City of Monroe Permitting and Plan Review process. In addition to ensuring code compliance, the division investigates all fires and burn/serious injury incidents. Furthermore, the division provides community risk reduction through community outreach and fire/life safety programs.

Fire Permits
The Monroe Fire Marshal Division has the authority to receive applications, review construction documents, and issue permits for construction and operations in accordance with the NC Fire Code.

Fire Inspections
Fire Inspections of all commercial occupancies in the City of Monroe are required by the North Carolina Fire Code. The frequency of these inspections is set to a minimum of the following based upon this code.

Fire Investigations
The Fire Marshal's Division investigates fires, burns, and serious injuries in the City of Monroe. Fire origin and cause investigations result in determinations such as incendiary, undetermined, accidental, and natural, following the guidelines of NFPA 921, Guide for Fire and Explosion Investigations.

Knox Box
Knox Box devices are purchased by businesses and industries in the City of Monroe in order to give Monroe Fire Department emergency responders rapid entry into their property. With one Knox master key, buildings, businesses, gated complexes, and even homes are immediately accessible to authorized personnel from the Monroe Fire Department.

The Fire Marshal Division will contact you for an appointment once this form is submitted. Please allow 48 hours prior to the burn date request. Submitting the form does not approve your burning permit.
