City Manager's Office
The City Manager is appointed by City Council and directs the day-to-day operations of the City and provides leadership and support to all City departments. The City Manager's Office acts as the liaison between City government, citizens, community organizations, institutions and neighboring jurisdictions, including state and federal government, facilitating communication to foster cohesion and effective partnerships among diverse groups.
The City Manager is responsible for the City Council Agenda and the implementation of policies and ordinances set by the City Council fairly and equitably. The City Manager orchestrates the preparation of the annual operating and capital budgets and various staff processes to assist City Council in its role of governance and in its evaluation of existing and potential public programs by directing research, analysis and the comparison of best practices associated with administering public policy.

Bridgette H. Robinson
City ClerkBridgette Robinson joined the City of Monroe in 1998, served as Deputy City Clerk from 2001 to 2007 and was appointed City Clerk in 2007. Mrs. Robinson attended Monroe High School and Wingate College. Mrs. Robinson has been a member of the North Carolina Association of Municipal Clerks and the International Institute of Municipal Clerks since 2002.

Lisa Hollowell
Assistant City ManagerLisa Hollowell is Assistant City Manager for Internal Operations overseeing Finance, Human Resources, Property Management, Information Technology, Communications, and the Charlotte-Monroe Executive Airport (EQY). Mrs. Hollowell is a member of the City Manager's leadership team, working to develop and implement strategic initiatives and improve the organizational effectiveness of the City. With a strong commitment to public service and leadership, Mrs. Hollowell works diligently to improve City operations and to drive the success and growth of the EQY, a major regional asset.
Mrs. Hollowell has extensive experience working for the North Carolina General Assembly's Fiscal Research Division and the Department of Transportation, specializing in budget analysis, program evaluation, and policy development. She has also served as an adjunct professor at Wingate University. Mrs. Hollowell holds a Master’s Degree of Public Administration from North Carolina State University and a Bachelor's Degree from the University of North Carolina at Charlotte. Mrs. Hollowell joined the City of Monroe in September 2023.

Jeffrey Wells
Assistant City ManagerJeffrey D. Wells is the Assistant City Manager and serves as a member of the City Manager's leadership team, working for City Manager Mark Watson on the strategic direction of the City as defined by Monroe City Council.
Wells oversees the Planning & Development, Engineering, Parks & Recreation/Tourism Departments, and the Downtown Office. He will also play a significant role in meeting the needs of the City and achieving strategic initiatives set by City Council. Mr. Wells joined the City of Monroe in November 2024.
Wells brings to the City 25 years of experience in local government, most recently serving as Town Manager of Waxhaw, North Carolina. During his tenure, Wells led the completion of 29 capital improvement projects, including the design and opening of Waxhaw’s new Town Hall. Wells holds a Bachelor of Arts degree from the University of North Carolina at Greensboro and is an active member of many professional organizations, including the North Carolina City and County Managers Association (NCCCMA), the American Institute of Certified Planners (AICP), and the American Planning Association (APA).
