The Transportation Division falls within the Planning and Development Department. Created in 2024, this division focuses on long range transportation planning.

US 74 & Rocky River Road Project

The City of Monroe, in collaboration with the Town of Indian Trail and the Charlotte Regional Transportation Planning Organization (CRTPO), is proposing an amendment to the Comprehensive Transportation Plan (CTP) to include a grade separation at the intersection of US 74 and Rocky River Road.  

This location sits between two planned widening projects along US 74, being advanced separately by Monroe and Indian Trail. This proposed improvement would create an overpass or underpass to separate crossing traffic, improving safety, reducing congestion/delays, and enhancing connectivity for drivers and pedestrians between Monroe and Indian Trail. It would help to prepare the corridor for future growth and support the region’s long-term transportation goals.

What is the CTP?

The Comprehensive Transportation Plan is a long-range plan that helps guide future transportation investments across our region. It includes plans for roads, transit, sidewalks, and bike facilities, ensuring the system grows with our City's needs.

The CTP is not a funding plan, but it helps shape which projects move forward when funding opportunities arise. 

An amendment allows local governments to propose updates to this plan when new priorities arise or conditions change. This ensures that the plan stays aligned to evolving transportation goals at both the local and regional level.

Metropolitan Planning Organization in Monroe

The City works closely with the Charlotte Regional Transportation Planning Organization (CRTPO), which is the federally designated Metropolitan Planning Organization (MPO) for the Charlotte Urbanized Area. Federal legislation requires Urbanized Areas with populations larger than 50,000 to have an MPO. The primary function of a MPO is to carry out the transportation planning process among the member jurisdictions within its established planning area boundary. Due to the growth of the Charlotte Urbanized Area and the subsequent expansion of the MPO planning area boundary, the CRTPO was established in place of the former Mecklenburg-Union MPO.
