About The Program

The Reserved Parking Program is now a permanent offering established at the City-owned parking lot located at the intersection of North Hayne Street and East Crowell Street.

The purpose of the program is to provide businesses, building owners, and employees with access to a dedicated parking space for a fee and to reduce long-term parking impacts on free short-term parking spaces within Downtown Monroe.

The program went into effect on September 1, 2025

Spaces are available on a first-come, first-served basis with a fee of $500 per space. There will not be any holds on parking spaces without a complete application and payment in full. 

Location & Spaces

The parking lot is located at the intersection of N. Hayne Street and E. Crowell Street. 

18 parking spots are available on a first-come, first-served basis. Each individual may purchase up to two parking spaces.

Reserved Hours

The parking lot will be reserved for permit holders from 7 a.m. to 6 p.m. Monday through Friday. The parking spaces will be open to the public on weekdays after 6 p.m. and all day on weekends.

Cost

The fee is $500 per parking space for one year. There will be a $10 fee for replaced placards in the event of a lost card.

No refunds will be permitted for those who do not fulfill their paid parking agreement terms. 

Permit Process

Applications will be available online starting Wednesday, August 20, 2025. Once an application has been submitted, the applicant will be contacted by City staff to complete the process and arrange to make payment. Once payment has been made, the applicant will be issued a placard to be placed on the vehicle's rearview mirror. Placards must be displayed when parked in the lot. 

All permit holders will be required to sign the City of Monroe Vehicle Parking Permit Agreement (PDF)

Enforcement

If you find a vehicle without a placard parked in a spot reserved for this program during the reserved hours, call the City of Monroe Police Department non-emergency number at 704-289-1591. The Police Department may tow the vehicle parked in the permit-only space.

Downtown Parking Availability

Downtown Monroe currently has a total of 343 on-street public parking spaces with various time limits as posted. 

Downtown has a total of 1,154 parking spaces in public parking lots. 84 parking spaces are City Employee or 1 Hour parking, and 7 parking spaces are 30-minute reserved at City Hall.
