Prime Time in the Parks
Prime Time in the Parks is back with a new elite tournament for adults!
Primetime in the Parks: Elite Tournament is an eight-week basketball program designed to keep adults active, engaged, and safe during the springtime. Held every Tuesday and Thursday at Winchester Community Center, teams will compete in fast-paced 5-on-5 games, earning points each week towards playoff standings.
Get ready for Prime Time in the Parks, a brand-new 3-on-3 basketball tournament for ages 18 and up! Gather your team of 5 players and bring your game to the court for exciting competition, community, and fun.
This tournament takes place over 8 weeks at Winchester Community Center (1001 Winchester Avenue) in Monroe. Games are from 7 to 9 p.m.
Registration
Registration is $75 per player. Attending the games is free.
Registration closes on March 8, 2026.
Follow these steps to register:
- Go to www.monroenc.org/rec1.
- Select Community Happenings
- Select Prime Time in the Parks.
- Log in or create an account on Rec1
- If you already have an account, sign in and continue.
- If not, create an account to proceed with registration.
- Proceed to Checkout
- Print the forms provided and fill in the required information.
- Submit your forms by emailing them to tlatimer@monroenc.org or dropping them off at Dickerson Community Center at 899 North Johnson Street.

League Format
- Up to 10 teams can compete in the tournament
- 10 regular season games in the tournament
- Single-elimination playoffs
- Final standings determine playoff seeding
- League staff may adjust format if needed
Game Format
- Two 20-minute halves
- Running clock; clock stops in final two minutes of second half
- Halftime is three minutes
- Overtime (playoffs only) is two minutes
- The decisions of the tournament officials are final
Forfeits & Game Time
- Teams must have at least four players to start
- 10-minute grace period
- Failure to meet requirements results in a forfeit
- Two forfeits may result in league removal
Substitutions
- Substitutions allowed during dead balls only
- No substitutions during live play
- Only rostered players may participate
Uniforms & Equipment
- Teams must wear matching jerseys or shirts
- Jerseys must have visible numbers
- Athletic shoes only
- No jewelry permitted
- Unsafe equipment is prohibited
League Authority
- League reserves the right to modify rules
- Address issues not covered
- Adjust schedules or format for safety or fairness
Eligibility
- Participants must be 18 years of age or older
- Valid ID may be required
- All players must be listed on the official roster
- Maximum of eight players per team
- No roster changes can be made after the season begins unless approved
Registration Requirements
- A completed Team Registration Form (PDF)
- A signed Waiver and Release of Liability Form (PDF)
- A signed Code of Conduct (PDF)
- $75 per person registration fee
- Teams without completed paperwork will not be allowed to play

Conduct & Sportsmanship
- Zero tolerance for unsportsmanlike behavior
- No fighting, threats, or harassment
- No excessive profanity or taunting
- No alcohol, drugs, or intoxication
- Fighting results in immediate ejection and suspension
Disciplinary Action
- Technical fouls may be assessed
- Ejections, suspensions, or removal from the league may occur
- No refunds for disciplinary action
- All disciplinary actions will be reviewed and addressed by the League Supervisor, who will render the final decision
Team Responsibility
- Team captains are responsible for their team’s behavior
- Teams are responsible for damages caused by players or spectators
Protests
- Judgment calls cannot be protested
- Rule protests must be submitted in writing within 24 hours
- League Director’s decision is final
